In order to submit a petition, you must use the online form consisting of 3 steps, which is available on the "Voice of Citizens - e-Petitions" portal. On the home page of the Portal, by clicking on the "Submit a petition" option, the citizen will receive a form that must be filled out. If the petition is successfully submitted, the citizen will be notified by mail.
1. name or topic of the electronic petition (up to 150 characters)
2. a clear description of the topic of the electronic petition and the activities that the Government wants to undertake (up to 1000 characters)
3. the ministry to which the petition was addressed
4. name and surname of the petitioner (will be visible on the Portal)
5. unique citizen number of the petitioner (will not be published on the Portal)
6. applicant's biometric ID card number (will not be published on the Portal)
7. e-mail of the petitioner (will not be published on the Portal)
8. consent to the applicant's personal data being used for the purposes of processing petitions
In order to vote for the petition, you must select the option "Vote for the petition" on the home page of the Portal, then choose the one you want to vote for among the listed petitions. After opening the petition, entering the required personal data and giving consent for the data to be used for the indicated purposes needs, you will receive a notification that you have successfully voted for the petition. you have successfully voted.

• they meet the Criteria for submitting an electronic petition;
All electronic petitions must contain a request that the Government undertake certain activities, that is, concrete actions in the area of ??its competence. If the electronic petition does not clearly state what activities you want the Government to undertake, the petition will be rejected.

• foreign citizen with permanent residence in Montenegro and have an identity card for foreigners;
